Back in the distant day of 2005, it was pretty normal for folks to not have cellphones. Kinda. Apparently about 70% of households had cellphones back then. Brisbane and Kimberly have always been a little behind the times.
But a lot of fictional characters were slow to adopt cellphones. You tell writers, "Here's a new device. Half the complications that you throw at your characters could be solved instantly. Almost everybody has one", and there will be a while when a LOT of stories focus on people who don't have that new device that makes your plans obsolete.
